The concept was borne in 1936 after raising funds via Council contribution to buy land from local Māori owners around the Whareroa harbour front. Although the airfield was established in 1936, carrying scheduled passengers as a service did not commence until 1946. The airport business is wholly owned by Tauranga City Council but land ownership is shared between the Western Bay of Plenty District Council, Tauranga City Council (TCC) (formerly the Tauranga District Council – TDC) and the Crown.
