This map was published in "Bay of Plenty E-X-P-A-N-D-S" (1965)" publication by Young, Robert Edward and Robinson, Linda C. It was a scheme for the reclamation and development of the Waikareao Estuary as a sports and boating centre under consideration by the Tauranga City Council. The scheme was suggested by the Mayor, Mr D. S. Mitchell, following a visit he made to the Gold Coast of Queensland, Australia. The scheme proposed to reclaim an estimated 350 acres.
