It recorded additional community responses, including support from groups such as the Tauranga Woodworkers Club, Floral Arts Group, and Te Puke Repertory Society, though concerns about funding remained. The report also noted discussions with Mark Chadwick, who argued the building was unsuitable for a gallery or museum, and with the project architects Gerry Hodgson and Ian Butcher. Murray-North recommended that the Old Post Office focus on visual arts, while Baycourt remain the centre for performing arts. It urged commissioning an engineering report on strengthening, engaging architects to prepare designs for public presentation, and seeking professional fundraising support. The attached design brief set out requirements for adaptive reuse, including a new entrance, access improvements, restaurant and community gallery at ground level, civic gallery upstairs, and provision for commercial tenancies, storage, kitchen facilities, and outdoor creche and gallery storage.
