Began working in local government in 1969 and served as Tauranga City Council’s City Manager and Chief Executive from 1987 to 1995. Tenure coincided with major population and economic growth, the 1989 amalgamation of Tauranga City, Mount Maunganui Borough and Pāpāmoa, and infrastructure projects including the Tauranga Harbour Bridge toll road, Waikareao Expressway, Waipuna Park, and water and wastewater treatment upgrades. Post Council worked as a public sector consultant until 2015, including assignments for the New Zealand Historic Places Trust, Te Papa Tongarewa and the Ministry for Culture and Heritage. He also held governance roles with Transit New Zealand, the Bay of Plenty District Health Board, Trustpower Ltd and community organisations.
