Neil Hansen was the son of Christian Hansen and his wife Jessie Frances nee Ruthven. He was born in Tauranga and educated at the District High School, becoming a civil engineer. He was County Engineer for the Tauranga County and prominent in local organisations. He served in the NZ army in Italy and the Middle East. He married twice.
