The Tauranga Moana Māori Trust Board was established in 1981 in accordance with the Māori Trust Boards Act 1955. The beneficiaries of the board are descendants of those who fought in the Battle at Pukehinahina and the massacre at Te Ranga, or those dispossessed of their lands as a result of these two battles. The Act, other than establishing the Board and setting its objectives and responsibilities, enacted a restoration of the character and integrity of tūpuna who defended their lands during the colonial invasion. These include Henare Taratoa and Rawiri Puhirake amongst others. In practice, the Act aimed to resolve various matters connected to these battles, including land settlements, cultural heritage preservation, and the recognition of the historical significance of the events.
By establishing the legislation, the government intended to promote reconciliation, foster meaningful engagement with the local Māori community, and ensure the preservation and understanding of Tauranga's rich cultural heritage. Since its establishment, the Board has become an integral part of the Moana, allowing hapori Māori to exercise kotahitanga and tino rangatiratanga in partnership with other governing authorities in Tauranga Moana.
The “interim” or “parent” roll of beneficiaries was prepared by Evelyn Stokes and assistants for the Board, so it could compile a current roll of beneficiaries for its own elections and administration. The Parent roll is “the list of ancestors from at least one of which beneficiaries must be able to trace descent to qualify for the Current Roll of Beneficiaries”.
The research is reported in two parts. The first, the “Report on preparation”, explains how the work was done, and the definitions of who a beneificiary could be, derived from the terms used in the Tauranga Moana Māori Trust Board Act 1981. The second, the “Roll of beneficiaries”, is in two sections. The first is the Block list, the principal data source. These are names of those people “included in land grants awarded over the period 1867-1886 in the lands confiscated under the New Zealand Settlements Act 1863”, listed under each block. The second is the Name List, which takes all the names from the first section and puts them in alphabetical order by first name, with the block name(s) they are connected to listed underneath.
It is important that both parts of the roll are consulted, since the Report on preparation lists the sources for the Roll, and the difficulties encountered in compiling it. Nevertheless, the Roll is a vital source for local Māori in establishing their connections to tupuna and whenua.
