A title for Tongaparaoa 2B2B2 Block was issued to Russell Benneth Harris on 13 June 1967. Ownership was transferred to Russ Harris Holdings Ltd on 13 June 1967. The land was subdivided on 11 June 1980 by subdivision plan DPS 28410.

Ownership was transferred to G A Renner Ltd on 25 July 1980, further subdivided in August 1982 and title issued for the balance of the land (being Lot 56).

A further subdivision on 31 October 1983 saw Lot 5 DPS 52241 vested in Council pursuant to s306(4) of the Local Government Act 1974 (vesting of reserves on deposit of survey plan) as a Recreation Reserve Subject to the Reserves Act 1977.

Ila Harris was married to Russell Harris.
